Consular legalization — this is a process that confirms the authenticity of a document issued by a foreign government agency or certified by a foreign notary

This is necessary to give legal force to the document so that it can be used in another country. In the UAE, this process is especially relevant, since the country is not a party to the Hague Convention on Apostille.

Stage 1

Translation of documents

  • All documents that are not in English or Arabic must be translated into one of these languages. The translation must be performed by a licensed translator and notarized.
Example of documents requiring translation:
birth certificates, marriage certificates, diplomas, company charter documents, income certificates, etc.
Stage 2

Notarization

  • After the translation, the documents must be notarized in the country of issue. This confirms that the document and the translation are authentic.
  • This can be done through a local notary or specialized companies.
Stage 3

Certification by the Ministry of Foreign Affairs (MFA) of the country of origin

  • After notarization, the documents must be sent to the Ministry of Foreign Affairs of the country in which they were issued. The Ministry of Foreign Affairs puts its seal confirming the authenticity of the notarization.
Stage 4

Legalization at the UAE Embassy or Consulate

  • Legalization of the document at the Embassy or Consulate of the UAE in the country of issue of the document. This is the last stage of document legalization outside the UAE.

Assurance from the UAE Ministry of Foreign Affairs

  • When you arrive in the UAE, the documents must be submitted for certification to the UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC).
